Policy Planning, Budgeting, Monitoring And Evaluation (PPBME)

The Planning, Budgeting, Monitoring and Evaluation Directorate exercises sector-wide responsibility of a Central Management Institution for the formulation of policies for the achievement of the following objectives:


  • To facilitate the preparation of suitable strategic and corporate planning for the sector (i.e., defining sector output targets and performance indicators, and drawing up implementable plans);
  • Financial planning, costing and budgeting (i.e., translating programmes into money);
  • To design and implement monitoring and evaluation systems for the assessment of sectoral policies, plans, programmes and budgets.

Planning and Budgeting

  • Prepares and collates plans emanating from policies and objectives of the sector and facilitates the development and determination of strategies and priorities;
  • Develops policies for the establishment and operation of planning and Budgeting Units in all implementing agencies in the sector;
  • Facilitates the integration of the plans and programmes of all implementing agencies in the sector into a well-defined national plan; and
  • Develops short, medium and long-term and projects for the sector for international funding;

Monitoring and Evaluation

  • Facilitates the monitoring and evaluation of all policies and foreign aid for all agencies I the sector in relation to national needs;
  • Monitors and evaluates the implementation of all programmes and projects in the sector for the achievement of sectoral goals; and
  • Develops early warning strategies and corrective measures for implementation in the sector.
