Capacity Development Mechanism

The 2011 analysis of the institutional capacity situation of the Ministry of Water Resources, Works and Housing (MWRWH) revealed that the capacity challenges facing the Ministry were not limited to individual staff training and development but also included organizational development planning and change management as well as implementation of evolving systems.


As such, the Ministry seized the opportunity offered by Government under the Government of Canada funded Capacity Development Mechanism (CDM) to effectively and efficiently respond to some of these capacity challenges to help the Ministry deliver on its key mandate.


The Capacity Development Mechanism (CDM) which was a competitive funding program open to selected public sector institutions is a two (2) year capacity development initiative. Its implementation period from 1st June, 2012 to 31st May, 2014. The actual implementation of the initiative in this Ministry commenced with an inaugural workshop on 5th July, 2012.

The Ministry’s Capacity Development Mechanism sought to undertake the following:

    • Review and Develop a New Organizational Manual
    • Implement Water Directorate Mainstreaming Proposal
    • Develop Comprehensive Sector Strategic Plan and Operational Manuals
    • Provide two (2) orientation programmes on GoG Rules, Regulations, Procedures and Processes
    • Undertake Institutional Skills Assessment
    • Provide Training of Trainers (ToT) in Training Needs Assessment
    • Provide Skills Development training in relevant areas
    • Develop MWRWH Website
    • Undertake Comprehensive IT equipment needs assessment
    • Procure Relevant IT Equipment and Software
