The 2011 analysis of the institutional capacity situation of the Ministry of Water Resources, Works and Housing (MWRWH) revealed that the capacity challenges facing the Ministry were not limited to individual staff training and development but also included organizational development planning and change management as well as implementation of evolving systems.

Its implementation period from 1st June, 2012 to 31st May, 2014. The actual implementation of the initiative in this Ministry commenced with an inaugural workshop on 5th July, 2012.
